Iran has said that no final decision has yet been made on a potential agreement with the United States, despite growing reports that both sides are close to finalizing a deal aimed at ending months of conflict and opening the door to broader negotiations.
Iranian Foreign Ministry spokesperson Esmail Baghaei said the proposed memorandum of understanding (MoU) remains under review and stressed that speculation about a completed agreement is premature.
Speaking on Friday, Baghaei said the text of the proposed understanding between Tehran and Washington is currently undergoing its final internal review process.
“Regarding the text of the understanding, we are in the final internal review stages. A meeting of the relevant bodies is currently underway,” he said.
Baghaei noted that reports suggesting the two sides are very close to an agreement are not new, adding that important consultations regarding the proposed deal are still ongoing.

According to the Iranian spokesperson, the process of finalising the text is continuing, but no definitive conclusion has yet been reached.
No agreement finalised
Baghaei emphasized that Iran has not adopted a final position on the proposed understanding and that no matter related to the agreement has been conclusively settled.
He said Iran’s decision-making process is clear and requires all relevant authorities to carefully review every aspect of the proposed deal before any final approval can be granted.
The spokesperson stressed that reports claiming a deal has already been concluded remain speculative and do not reflect the current status of negotiations.
Contradictory positions remain major obstacle
According to Baghaei, one of the biggest challenges facing the negotiations is what Tehran sees as inconsistent messaging and shifting positions from the United States.
He said contradictory statements by the opposing side have complicated efforts to finalize the agreement, despite substantial progress in drafting the text.

While much of the proposed understanding has already reached an advanced drafting stage, Baghaei claimed that Washington has continued to alter its positions during the negotiation process.
Qatar, Pakistan continue mediation
The Iranian spokesperson praised the role played by Qatar and Pakistan in facilitating dialogue between Tehran and Washington.
He said both countries have been actively involved in mediation efforts throughout the negotiations and have helped advance discussions toward a possible agreement.
Baghaei noted that significant progress has been made on the text of the proposed understanding through these mediation efforts.
Commitment to red lines
Baghaei stressed that Iran has remained firm on its core principles throughout the negotiations and has shown no flexibility regarding its red lines.
He said Iranian positions have been clearly communicated since the start of the Pakistan-mediated talks and that Tehran has consistently sought to present its position “based on reality.”

According to the spokesperson, US officials attempted to introduce additional issues during recent discussions. However, Iran demonstrated that it would not yield to pressure or compromise on matters it considers fundamental.
Claims of negotiating under pressure
Baghaei also dismissed suggestions that Iran’s approach to negotiations has been influenced by threats or external pressure.
He accused Washington of attempting to create the impression that Tehran had been affected by coercive measures, while insisting that Iran’s negotiating stance remains independent and unchanged.
The spokesperson reiterated that Iran will continue to defend its non-negotiable principles as discussions move through the final review phase.
Although Iranian officials acknowledge that the draft memorandum has reached an advanced stage, Baghaei made clear that the agreement cannot be considered finalized until all relevant institutions complete their reviews and approve every detail.
