The Punjab Assembly has passed the Public Representatives Laws Amendment Bill 2025, granting full leave allowance — equal to monthly salaries — to the provincial ministers, speaker, and deputy speaker, in yet another move to enhance financial perks for public office holders.
This amendment modifies the Punjab Ministers' Salaries, Allowances and Benefits Act 1975, which previously allowed only 74% of the salary to be drawn during periods of official leave.
What has changed?
According to official sources, ministers who earlier received Rs74,000 as leave allowance against a monthly salary of Rs100,000 will now receive their entire monthly salary during their leave period.

Back in December 2024, the Punjab Assembly passed a bill that significantly revised the salaries of public representatives, following a majority vote in the assembly session.

The bill, presented by Punjab's Finance Minister Mujtaba Shujaur Rehman, brought considerable pay hikes for members of the Punjab Assembly (MPAs) and other provincial officials.
Under the newly approved bill, the salary of MPAs was raised from Rs76,000 to Rs400,000. The salaries of provincial ministers were increased from Rs180,000 to Rs960,000, while the salary of the speaker of the Punjab Assembly was hiked from Rs125,000 to Rs950,000.
The deputy speaker's salary was increased from Rs120,000 to Rs775,000, and the parliamentary secretaries were now earning Rs451,000, up from Rs83,000. Additionally, the salaries of special assistants and advisers were raised to Rs665,000, from Rs100,000.
