Israeli Prime Minister Benjamin Netanyahu and US President Donald Trump have reportedly agreed on a plan to end the ongoing Gaza conflict within two weeks, replace Hamas with Arab-led governance, and expand the Abraham Accords, according to a report published by Israel Hayom.
Citing a source familiar with the discussions, the Israeli daily claims that the two leaders, joined by US Secretary of State Marco Rubio and Israeli Minister of Strategic Affairs Ron Dermer, held a “euphoric” call late Monday night where the outlines of a post-conflict regional realignment were laid out.
As part of the proposed plan, governance of the Gaza Strip would be transferred to a coalition of four Arab countries—including the United Arab Emirates and Egypt—while the leadership of Hamas would be exiled and all remaining Israeli hostages released. The reported deal would also pave the way for diplomatic recognition between Israel and several Arab and Muslim-majority countries, including Saudi Arabia and Syria.
The proposed shift comes days after the United States launched a retaliatory strike on Iran, which the two leaders characterised as a “victory” that has created a window of opportunity for broad peace agreements in the region.
In a video message released following the media reports, Prime Minister Netanyahu said: “We fought valiantly against Iran – and achieved a great victory. This victory opens up an opportunity for a dramatic expansion of the peace agreements. We are working hard on this.”
He added: “Along with the release of our hostages and the defeat of Hamas, there is a window of opportunity here that must not be missed. Not even a single day can be wasted.”
However, the proposed blueprint faces significant opposition on the ground. Arab states have long maintained that they would not contribute to Gaza’s post-war reconstruction unless the Palestinian Authority (PA) is granted a substantive role in governing the enclave—something Netanyahu has consistently and publicly rejected.
Moreover, Hamas has also refused calls for its leadership to go into exile, and no clear details have emerged about the mechanics of such an arrangement.
In an apparent bid to offer symbolic concessions to Arab and international partners, the report suggests that Israel would declare its conditional support for a future two-state solution—dependent on internal reforms within the Palestinian Authority. Simultaneously, the US is reportedly prepared to formally recognize Israeli sovereignty over parts of the occupied West Bank, further complicating the geopolitical dynamics.
The plan also reportedly includes provisions for voluntary emigration of Gazans to unnamed third countries, although human rights groups have previously condemned similar suggestions as tantamount to ethnic displacement.
The reported deal comes amid a fragile ceasefire, which Iran is accused of violating earlier this week. The breach prompted Trump to post a message on his Truth Social platform expressing frustration over Israel’s plans to retaliate and openly calling for an end to Netanyahu’s ongoing corruption trial—a rare public rebuke of the Israeli premier by the US President.
