Nepra has unveiled new Prosumer Regulations 2025, introducing a fresh mechanism for net metering consumers with separate tariffs for buying and selling electricity.
Meanwhile, solar panel prices across Pakistan remain steady, providing consumers with clearer options for renewable energy adoption.
The National Electric Power Regulatory Authority (Nepra) has announced a new system for the purchase and supply of electricity from net metering consumers. Under the updated regulations, consumers, now termed “prosumers,” will have separate tariffs for electricity purchase and supply.
Electricity companies will buy excess power from prosumers at the National Average Energy Purchase Price, while supplying electricity to consumers at the current tariff rate. The new system ensures that consumers cannot generate more electricity than their total load, with Nepra authorized to review production capacities.
Key rules for prosumers

Separate meters will be installed for purchasing and selling electricity.

New prosumers cannot sell electricity to other consumers.

The regulations will apply to all new consumers immediately, while existing consumers will transition after their old contracts expire.
Statistics indicate Pakistan currently has 424,841 solar consumers, with 6,340 net metering connections and an overall off-grid solar capacity exceeding 12,000 MW.
