The Khyber Pakhtunkhwa (KP) government has proposed a substantial increase in traffic-related fines in the Finance Bill for fiscal year 2025–26, introducing stricter penalties for violations and adding a new category for three-wheelers for the first time.
According to the Finance Bill, a separate slab has been created specifically for three-wheelers, including rickshaws, motorcycle rickshaws, and loaders, with fines ranging from a minimum of Rs200 to a maximum of Rs10,000. A Rs5,000 fine has been proposed for violating route permit conditions for these vehicles, while repeat offences will result in double penalties.
In a significant move to curb the use of fake driving licenses, the bill includes a new penalty slab, proposing fines ranging between Rs5,000 and Rs10,000 for offenders found driving with counterfeit licenses.
The KP government has also turned its focus towards underage driving. The fine for underage individuals riding motorcycles has been raised from Rs1,000 to Rs3,000, while the fine for underage drivers of small vehicles has been increased from Rs2,000 to Rs5,000.
Officials say the revised fines aim to improve road safety, regulate three-wheeler operations, and discourage unlawful practices such as underage driving and fake licensing — all of which have been persistent problems across the province.
