Iranian Foreign Ministry spokesman Esmaeil Baqaei said the launch of final negotiations with the United States remains conditional upon the implementation of five provisions of the memorandum of understanding, adding that the agreement's sustainability depends on the conduct of the other side.
Speaking to reporters on Saturday, Baqaei said final negotiations with the US are linked to the implementation of five specified clauses of the Islamabad memorandum of understanding.
He said a planned visit to Switzerland on Friday was cancelled after the presidents of Iran and the US digitally signed the memorandum, removing the immediate need for the trip.
Baqaei said Article 13 of the memorandum stipulates that negotiations towards a final agreement can begin only after the commencement and continued implementation of commitments outlined in Articles 1, 4, 5, 10 and 11.
He said the forthcoming visit to Switzerland is intended to pursue accountability and review the implementation of the other side's obligations, adding that the true test of any agreement lies in its implementation.
According to Baqaei, the required conditions have not yet been met because of the other side's failure to fulfil its commitments.
He said Article 1 of the memorandum, which calls for an end to the war on all fronts, including Lebanon, is the most important element of the reciprocal commitments.
Baqaei said Iran has fulfilled its obligations, while the other side was required to compel Israel to observe a ceasefire in Lebanon but failed to do so, constituting a breach of the understanding.
He said some progress has been made regarding the lifting of the maritime blockade and the reopening of the Strait of Hormuz, but stressed that the memorandum must be treated as a single package.
"A violation of Article 1 places the entire agreement under a question mark," Baqaei said.
He warned that unless immediate corrective measures are taken, the memorandum of understanding could face serious difficulties.
Baqaei said Iran entered into the memorandum after weeks of intensive negotiations, diplomatic efforts through international mediators, demonstrations of goodwill and reliance on national unity and field strength.
He said Iran had not entered into an agreement lacking implementation guarantees and would continue efforts to ensure every clause is carried out.
Baqaei said Iran's foreign policy is guided by the principle of "commitment for commitment and action for action", adding that the future of the agreement depends on the behaviour of the other side.
He warned that if obligations are not fulfilled or implementation is obstructed, Iran will rely on its strategic capabilities and adopt reciprocal and decisive measures.
