The Punjab government has introduced strict new regulations for kite flying ahead of Basant 2027, aiming to ensure public safety.
Authorities said the rules will be fully enforced before the end of 2026 to prevent accidents and loss of life.
Full implementation deadline set
The government has set December 30, 2026, as the deadline for implementing the new kite flying regulations.
Chief Minister Maryam Nawaz has directed all Deputy Commissioners (DCs) and District Police Officers (DPOs) to ensure 100 percent enforcement across Punjab.
Under the new rules, kite flying will only be allowed on strong and safe rooftops.
It is now mandatory for rooftop boundary walls to be at least three and a half feet high to reduce the risk of falls.
Parents and guardians have been instructed to ensure constant supervision of children.
Children will not be allowed near roof edges without adult supervision, with officials stressing that child safety is the top priority.
Ban on risky activities
Authorities have imposed a complete ban on running, jumping, hanging from edges, and aggressive kite flying.
Overcrowding on rooftops beyond capacity will also not be permitted.
The use of loud music, DJ systems, and other noise-producing devices during kite flying has been strictly banned.
Officials warned that any activity causing disturbance to neighbors will be treated as a legal offense.
Legal responsibility and penalties
The government has made it mandatory for all citizens, building owners, and administrators to follow the rules.
In case of any accident or violation, building owners and event organizers will be held personally and jointly responsible.
The presence of a first aid kit and easy access to it has been made compulsory at all kite flying locations.
Citizens have been advised to immediately contact Rescue 1122 in case of any accident or emergency.
Maryam Nawaz emphasized that the purpose of these regulations is to ensure safe celebrations and prevent the loss of precious lives.
She warned that strict legal action will be taken against anyone violating the rules.
The chief minister also appreciated citizens of Lahore for following safety rules during Basant 2026.
She expressed confidence that the same level of compliance will be seen during Basant 2027.
