The Federal Investigation Agency (FIA) has prepared new draft rules for recruitment and promotions for officers in grade 16 and above, aiming to streamline career progression and departmental structure.
The rules will come into effect after approval from the Ministry of Interior.
Under the proposed regulations, recruitment for grade 17 officers will be made based on recommendations from the Federal Public Service Commission (FPSC). The FIA has also established four major administrative groups:

Legal
-
Experts
-
Ministerial
New recruits will initially serve in their designated group before being eligible for promotion or transfer.
Officer ratios and promotions
The draft rules introduce clear ratios between Pakistan Secretariat Service (PSP) officers and departmental officers at higher grades:

Grades 20 and 21: 70% PSP officers, 30% departmental officers

Grade 19: 50:50 ratio of PSP and departmental officers

Grades 17 and 18: 60% departmental officers will be appointed
These changes aim to balance the representation of officers from different services in the FIA hierarchy.
Deputation rules
The draft also specifies that officers joining the FIA on deputation will not be eligible for permanent inclusion in the organization. This ensures that long-term career progression remains within the agency’s regular cadre.
