The Punjab government has introduced a landmark piece of legislation aimed at ensuring the welfare and protection of the province’s elderly population.
Titled the Punjab Senior Citizens Welfare Bill 2025, the draft law has been presented in the provincial assembly and is currently awaiting approval by the Standing Committee.
According to the proposed bill, citizens aged 70 years or above will be officially recognized as senior citizens and will be entitled to a range of welfare benefits and legal protections.
Key features of bill
Under the bill, a 'Punjab Senior Citizens Welfare Council' will be established to oversee the implementation of senior citizen welfare initiatives. The council will receive government grants, public donations, and other funds to support its operations.
A 'Senior Citizens Welfare Fund' will also be created to provide financial assistance to destitute, abandoned, disabled, or income-less senior citizens across Punjab. This fund is designed to serve as a lifeline for elderly individuals who lack family or financial support.
Mandatory services in govt hospitals
The bill mandates that elder care services must be available in all government hospitals. These services include specialized medical care, support units for elderly patients, and prioritization in public health facilities.
Additionally, the government has committed to establishing old age homes, providing free medical treatment, and offering legal aid to senior citizens as part of its social protection framework.
Free access to public spaces
To encourage inclusion and improve the quality of life for the elderly, the bill proposes free entry for senior citizens to public parks, libraries, and museums across the province.
Following the approval of the bill by the standing committee, the Punjab government will move toward drafting relevant rules and regulations necessary to implement the new law.
