Iran’s chief negotiator and parliament speaker Baqir Ghalibaf has said Tehran does not trust promises or guarantees, stressing that only practical steps will determine whether Iran moves forward in talks with the United States.
In a statement on social media, Baqir Ghalibaf said Iran has no faith in verbal assurances. “We have no faith in promises and guarantees,” he said.
According to Ghalibaf, practical steps are the only real standard for Tehran.
Iran says it will not act first
The head of Iran’s negotiating team said Tehran will not take any action until the other side first takes practical steps.
“Until the other side takes practical steps, we will not take any steps,” Ghalibaf said. His remarks signal a tougher Iranian position as talks continue over a possible understanding with Washington.

‘Concessions come through missiles’
Ghalibaf also said Iran does not obtain concessions through dialogue alone. “We obtain concessions not through dialogue, but through missiles,” he said.
He added that Iran conducts negotiations to convince the enemy of this reality.
Agreement linked to war readiness
According to Ghalibaf, the real winner of any agreement is the side that prepares better for war from the next day. His statement reflects Tehran’s view that diplomacy must be backed by military strength.
The remarks come amid continuing uncertainty over the future of US-Iran negotiations.
Iranian media says MoU draft changed
Iranian media reported that some changes have been made to the proposed US-Iran memorandum of understanding. However, the draft has not yet been finalized.
The reports suggest that negotiations remain active, but key points still appear unresolved.
