The government has decided to change the net metering policy for all solar users in the country.
Sources divulged on Sunday that the net metering policy has been named the “Nepra Solar Consumers Rules 2025”. Following consultation with stakeholders, the Ministry of Energy has approved the new policy. The NEPRA sources said that a system of net billing will be introduced immediately, replacing the existing net metering.
Under net metering, solar users will now receive per-unit exchange instead of an additional surcharge. The duration of solar contracts has been reduced from seven years to five years. The new solar net billing per-unit rate will be approximately Rs11. Previously, under net metering, solar users benefited from a rate of Rs25.98 per unit. In future, a licence from Nepra will be required for loads below 25 per kilowatt-hour (kWh).
According to a Ministry of Energy spokesperson, it is the responsibility of the Nepra regulators to determine solar tariffs. Rules and tariffs change over time.
