Lahore’s Metro Bus Service could be suspended from August 11 after private operator VEDA issued a final notice to the Punjab Mass Transit Authority (PMA), citing rising fuel costs, financial constraints and an unresolved fuel supply dispute.
The company operates the 27-kilometre Gajjumata–Shahdara route and says it can no longer continue services unless the PMA immediately ensures uninterrupted fuel supplies in line with a court order.
According to the final notice, VEDA referred to letters it sent to the PMA on July 31 and August 4, saying it had received no response.
The company also referred to a meeting held on August 6 between its representatives and PMA officials concerning implementation of a July 29 court order.
The court had directed the PMA to provide fuel for the Metro Bus Service from its own sources.
Company says financial resources exhausted
During the August 6 meeting, VEDA reiterated that it had exhausted its financial resources and was no longer in a position to continue operating the service under the existing circumstances.
The PMA reportedly told the company that it could not take a decision on the matter without receiving directions from the government.
The meeting ended with an understanding that the authority would propose a solution, but VEDA said no solution or alternative arrangement was subsequently communicated.
Fuel supply dispute
VEDA has maintained that uninterrupted fuel availability is essential to keep the buses operating.
The company said that unless the PMA immediately begins providing fuel from its own sources in compliance with the court’s directions, Metro Bus operations cannot continue and will be suspended from August 11.
VEDA also said any resulting suspension would stem from the PMA’s alleged failure to implement the court order and would not amount to any fault, default or unwillingness on the company’s part.
The company warned that all operational, financial and legal consequences resulting from such a suspension would rest with the PMA.
The Punjab Mass Transit Authority has taken a different position on the dispute. The authority has termed VEDA’s decision an attempt to “blackmail” and pressure the government into accepting the company’s demands.
The PMA said it would challenge the court verdict against it and also invoke a contractual provision that allows both parties to appoint arbitrators to resolve disputes.
Court order at centre of dispute
The July 29 court order has become a central point in the disagreement between the private operator and the transport authority.
VEDA argues that the order requires the PMA to arrange fuel from its own sources, while the company says its inability to secure uninterrupted fuel has made continued operations financially unsustainable.
The operator has therefore placed the responsibility for preventing a suspension on the authority and urged it to comply with the court’s directions immediately.
Thousands of Lahore commuters could be affected
A suspension of the Lahore Metro Bus Service could disrupt the daily routines of thousands of passengers who rely on the system for affordable transportation.
Students, office workers and low-income residents are among the regular users of the service, making the Metro Bus an important part of Lahore’s daily public transport network.
With August 11 approaching, the Punjab government and PMA have only a limited window to resolve the fuel supply and financial dispute before services could be halted.
If the dispute remains unresolved, the PMA says it plans to use the arbitration mechanism provided under the contract.
The authority can seek the appointment of arbitrators from both sides to settle the disagreement, while also pursuing its challenge against the court verdict.
For commuters, however, the immediate concern is whether an agreement can be reached before the August 11 deadline and keep the Gajjumata–Shahdara Metro Bus route running.
