The Pakistan Telecommunication Authority has finalised the draft framework for the Fixed Satellite Services (FSS) licence, following consultations with all relevant stakeholders.
According to the licensing draft, the licensees will be required to establish a gateway earth station within 18 months, with its control remaining solely within Pakistan.
The draft mandates the blocking of websites and online content as directed by the PTA, and the government will retain the authority to suspend services in emergency situations.
Stakeholders’ feedback has been incorporated into the draft, which has been aligned with the Telecom Act and other relevant policies. The framework addresses the evolving needs of the telecommunications sector.
National security is designated as the top priority. Any breach of data privacy will lead to strict action. The PTA will hold the right to conduct inspections at any time, and immediate access must be granted to law enforcement agencies when required.
Failure to comply with PTA guidelines or violation of the law may result in licence suspension or cancellation. The licensee will be responsible for safeguarding the interests of Pakistani users.
The licence will be valid for 15 years, with an initial fee of USD 500,000. Annual fees will include 0.5 per cent of gross revenue, 1.5 per cent for the Universal Service Fund contribution, and 0.5 per cent for spectrum charges.
Non-payment of dues or taxes may lead to licence suspension. Licensees must ensure the gateway earth station is fully operational within the prescribed timeframe.
The station’s control must remain within Pakistan, and the transfer of data abroad will be strictly prohibited. User terminals must be registered within the country.
Licensees will be responsible for preventing frequency interference and must enforce a complete ban on unauthorised internet or call services.
A 90-day written notice will be required prior to any service discontinuation. Any connection with foreign satellites will be subject to registration with the Pakistan Space and Upper Atmosphere Research Commission (Suparco).
All content control and website blocking will follow PTA instructions. The licence may be suspended or cancelled for non-payment of dues or violation of regulations.
