The Trump-backed Board of Peace has said Hamas's decision to dissolve Gaza's governing body highlights the urgent need to complete negotiations on a post-war roadmap for the Palestinian territory.
The board said finalising the remaining implementation measures would allow a technocratic committee to assume civilian governance, begin the disarmament process, and facilitate Israel's military withdrawal.
Board of Peace envoy for Gaza, Nikolay Mladenov, said Hamas's move underscores the importance of concluding talks on the roadmap for Gaza's future administration.
In a statement posted on X, Mladenov described the roadmap as "the bridge between declarations and implementation," saying its completion is essential to move from political agreements to practical steps on the ground.
Technocratic committee to take over
According to Mladenov, once negotiations on the remaining provisions are completed, the National Committee for the Administration of Gaza (NCAG) will be able to assume responsibility for governing the territory.
The NCAG, a non-political body made up of Palestinian national figures, has been operating from Cairo since January but has not yet begun work inside Gaza.
Disarmament and Israeli withdrawal
The Board of Peace said completing the roadmap would also allow the decommissioning of weapons to begin, facilitate the withdrawal of Israeli forces from Gaza, and pave the way for large-scale reconstruction efforts.
In a separate statement, the board stressed that Gaza's future governance must follow the principle of "one authority, one law and one weapon," meaning all weapons should ultimately come under the control of the NCAG.
Hamas announces dissolution of governing body
Earlier on Monday, Hamas announced it had dissolved its Emergency Committee and that its acting chairman had resigned to facilitate the transfer of civilian authority to the NCAG.
The group said it would act only as a caretaker until the technocratic committee formally assumes its responsibilities, while existing technical staff would continue providing essential public services during the transition.
Roadmap follows ceasefire agreement
The proposed transition forms part of a broader post-war plan announced after the Gaza ceasefire brokered by US President Donald Trump in October 2025.
The roadmap includes the formation of a technocratic administration, the release of hostages, a phased Israeli military withdrawal, international stabilisation efforts and Gaza's reconstruction.
