The European Commission's latest GSP+ review report has reflected an important diplomatic, trade and institutional achievement for Pakistan.
Pakistan secures tariff savings of about €732m
The report once again names Pakistan as the country that has benefited the most from the scheme. According to the report, Pakistan's exports worth €7.5 billion remained eligible for GSP+ trade preferences during 2024. As a result, the country secured tariff savings of about €732 million.
The report stated that Pakistan reached a 95.1% utilisation rate of European trade preferences, reflecting extensive use of the GSP+ scheme.
According to the European Commission, the European Union purchased 28% of Pakistan's total exports in 2024. Pakistani garments, textiles, leather goods, processed food and other products received significant benefits under the GSP+ trade preferences.
The report stated that Pakistan maintained ratification of all 27 international conventions linked to the GSP+ programme. It also continued regular cooperation with the European Union's monitoring mechanism.
The European Commission termed the National Commission for Human Rights obtaining Global A Status as an important institutional development. It also described legislation for the establishment of the National Commission for Minorities as an important step towards the protection of minority rights.
The report recognised the implementation rules for the anti-torture law, training of relevant institutions and prison reforms as positive developments.
It also termed new legislation on the protection of women, measures against domestic violence and the prevention of child marriage as significant progress.
The European Commission also welcomed Pakistan's measures to protect workers' rights, end forced labour and prevent child labour.
The report also acknowledged that the Pakistan's climate change policy, carbon market guidelines and measures to protect biodiversity. It further recognises new anti-narcotics legislation and the digital case management system as positive reforms.
The European Commission reaffirmed its commitment to continued cooperation with Pakistan. It stated that the European Union will continue supporting a €400 million programme for development and reform in the country.
