Pakistan’s regulatory framework for the launch of satellite internet services has entered its final phase, bringing the country closer to enabling high-speed connectivity through satellite systems.
Federal IT Minister Shaza Fatima told parliament that the framework is being finalized after detailed consultations and will help create a transparent and investment-friendly environment for satellite internet operators.
According to her, national security, spectrum management and security requirements have been made an integral part of the proposed framework. She said the Pakistan Space Activities Regulatory Board has prepared draft satellite communication regulations.

The Pakistan Telecommunication Authority has prepared a licensing framework for fixed satellite services. According to Shaza Fatima, the fixed satellite services licensing framework will be presented to the federal cabinet soon for approval.
The federal cabinet will approve the licensing framework required for satellite internet and fixed satellite services in Pakistan.
The proposed framework is expected to provide transparency for operators interested in entering Pakistan’s satellite internet market.
Shaza Fatima said the regulations will also help create an investment-friendly environment, allowing satellite service providers to operate under a clear legal and regulatory structure.
Global operators show interest in Pakistan
Several international satellite internet companies have expressed interest in launching services in Pakistan. According to the minister, Starlink, OneWeb, Shanghai Spacecom and Stelviot have shown interest in entering the Pakistani market.
Shaza Fatima said Starlink has already registered with the Securities and Exchange Commission of Pakistan. Other operators have also been directed to complete registration with SECP before moving forward.
Satellite broadband part of digital strategy
