In a major step to revive and modernize the film industry, the Punjab government has decided to establish the Punjab Film Development Authority, aimed at promoting filmmaking and attracting both local and foreign investment.
The Punjab Film Development Authority Act 2025 was presented during the current session of the Punjab Assembly on December 19. The proposed law lays the foundation for a structured regulatory and facilitation framework for the film industry in Punjab.
Under the proposed legislation, filmmakers will be provided licenses, facilities, and one-window operational support to simplify production processes. A comprehensive system of rules, regulations, and licensing will be introduced through the new film policy.
Attracting local and foreign investment
The bill outlines special incentives designed to encourage both domestic and international investment in Punjab’s film sector. Authorities believe these measures will help position Punjab as a competitive destination for film production.
The new policy will pave the way for the establishment of film studios, film cities, and modern post-production facilities across the province. These initiatives aim to strengthen infrastructure and reduce dependence on external production hubs.
Training, funding, support for new talent
To nurture emerging filmmakers and artists, training programs will be launched to develop new talent. The authority will also introduce funding mechanisms, grants, and subsidies to financially support the film industry.
The Punjab Film Development Authority will be empowered to resolve complaints and address issues faced by industry stakeholders. This is expected to provide institutional support and improve governance within the sector.
Approval process and next steps
The bill has been referred to the relevant committee for a two-month review period. Following committee approval, it will be presented again for passage by the Punjab Assembly and will require final approval from the Governor of Punjab to become law.
